All, the solution was to follow the exact steps for Windows 10 prep.  The signed drivers install with no error message, but do not work for Windows 8.1 Industry Embedded Enterprise.  I skipped to the following steps:

Click the “Start” button Type “cmd” Right-click the “Command Prompt” listed in the “Start Menu” and choose “Run as Administrator” Click the “Yes” button Type “bcdedit.exe –set loadoptions DDISABLE_INTEGRITY_CHECKS” without quotes (note: there are two ‘D’s in ‘DDISABLE’ Press the “Enter” key – you should see “The operation completed successfully.” Type “bcdedit.exe –set TESTSIGNING ON” without the quotes Press the “Enter” key – you should see “The operation completed successfully.” Reboot the computer This has succeeded if the screen says “Test Mode” in the bottom right corner

Make sure that the controller is powered on and that the USB cable is connected between the computer and the controller.

* Click the “Start” button and type “Device Manager”
* Press the “Enter” key
* Under “Other Devices”, right-click “KFLOP – Motion Controller” and choose “Update Driver Software…”
* Click the “Browse my computer for driver software” button
* Use the “Browse…” button to select the folder that KMotion was installed in (i.e. “C:\KMotion433q”)
* Click the “Next” button
* On the “Windows Security” screen, click the “Install this driver software anyway” button
* The screen should end with “Windows has successfully updated your driver software”
