Soft limits

After setting up Soft limits, I have some questions.

When moving through G codes, soft limits work correctly. With manual movements, soft limits also work, but there are runs outside the soft limits. Moreover, these run-outs depend on the speed of manual movements, and can reach large values.
Is this normal? Is there a possibility of additional settings for soft limits behavior during manual movements?

Note: The axis control is a quadrature signal and is controlled via linear scale. When set up via Step response, the graphs show very small run-outs even at high speed and acceleration/deceleration.
