I can't find a definitive answer to this, so I'm assuming there isn't one, but on the off chance somebody is aware of one, where is 0 degrees in the XY plane?
My searches have turned up 0 degrees at X+,Y+, and Y-. Plus numbered in both CW and CCW directions.

I believe the most common standard is 0 degrees is to the +X direction and positive angle is CCW.

I've just tried a couple basic CAD packages, and that would appear to be the standard.
It's one of these things you never need to think about with modern software.
