I disconnected everything except +5 and ground, it still does not make 15 volts, I've sent you details in an email.

that would be. I would suggest removing all connectors and the SnapAmp. Apply +5V to just KFlop+Kanalog. The LED should come on and the +/-15V should be present. Otherwise the board must be bad.
